Is it always required to keep both the axis same in dual-axis Not required!

If you have data comparable then we should keep it. For example, if you have sales and profit where both are currency then we should keep both axis the same. While if one axis is sales and the other is quantity where the unit is different and in such cases, we should not make the axis the same as it will simply make ambiguous.
